A tremendous amount of cognitive development and mental maturation takes place during the teenage years. On average, there's a MUCH bigger difference in maturity levels between 11 and 19 than there would be between 18 and 50. An 11-year-old is still a child in the vast majority of cases; an 18-yr-old is an adult..
But it shows the community support for it. Which should theoretically help direct the actions of the local police. State/Federal on the other hand won't be so swayed.!
