No. Seems proportionate. This is a big problem for the aviation industry and pilots. This is a crime where deterrence will work because a lot of people don't believe it does much. But mischief like this has a drastic effect on pilot performance. A study on it showed that pilot performance decreased by at least 20% when they got flashed for any period of time at any power range. (even if it does not get them int he eye)They should heavily crack down on this and perhaps even crack down on the manufacturers of some fo the high powered novelty lasers. There isn't a practical use for them except to be a nuisance.?

Maybe you can sue? They never said "THIS IS NOT LEGAL ADVICE. WE ARE NOT TAX PROFESSIONALS." I do agree with it being an incorrect interpretations of the code. (Of course that was not legal advice. I am not a tax professional.)
You do realize Chernobyl was a freak accident, correct? There are always accidents, but when it comes to nuclear power these accidents become much more severe. Now with today's technology and understanding of nuclear power, these accidents have a less than 1% chance of even happening.
